The New York Times Article : An Aging Assassin Was Caught by ICE. Will the U.S. Deport Him?

The New York Times examines the case of Armando Fernández Larios, a former Chilean intelligence operative implicated in the 1976 assassination of Orlando Letelier and Ronni Karpen Moffitt in Washington, D.C., as well as in the Caravan of Death—the military operation responsible for the execution of political opponents following Augusto Pinochet’s coup.

After being detained by ICE in October 2025, Fernández Larios was released in March 2026 without the US government responding to his legal challenge against deportation. The article explores the agreements that allowed him to remain in the United States for decades and the continuing efforts to hold him accountable.

Almudena Bernabeu, CEO of Guernica 37 Centre, explains the operation of the Caravan of Death. She was also part of the legal team that represented the family of Winston Cabello in the landmark 2003 case in which a US jury found Fernández Larios liable for extrajudicial killing, torture and crimes against humanity.
